    U - Dude!

    UNDERSTAND existing business and developmental assistance programs.

    DISCERN the critical strengths, weaknesses of the community, and the particular opportunities and challenges the community faces (SWOT).

    UNDERSTAND the particular obstacles and opportunities that the target audience for the program faces.

    DETERMINE if existing programs and resources can be leveraged, expanded, or modified to meet the identified needs.

    ESTABLISH new programs tailored to the particular issue addressed if programs do not currently exist.
